Duties and powers
1. To hear first-instance cases in accordance with the laws.
2. To deal with other matters as prescribed by the laws.
Organizational structure

The organizational structure of the People's Courts of rural districts, urban districts, towns, cities and the equivalents:
1. The People's Courts of rural districts, urban districts, towns, cities and the equivalents may have criminal, civil, family and juvenile, and aministrative courts. In case of necessity, the National Assembly Standing Committee may decide to establish other specialized courts at the proposal of Chief Justice of the Supreme People's Court.
Based on this regulation, adjudication requirements and practices of each Court in the rural district, urban district, town, city and the equivalents, Chief Justice of the Supreme People's Court shall decide on the establishment of Specialized Courts.
